The Emirates Water & Electricity Company (EWEC) has announced the commencement of a competitive process to select a developer or developer consortium to own up to 40% of a special purpose vehicle (SPV) to be incorporated under the laws of United Arab Emirates (UAE) and Emirate of Fujairah to participate in this Combined Cycle Gas Turbine (CCGT) IPP. The remaining equity will be held, directly or indirectly, by EWEC. The project is important to secure the security of electricity supply in the Emirate of Abu Dhabi and Northern Emirates as well as playing a key role in the ongoing cost reduction initiative in the sector through the procurement of competitive and efficient CCGT technology. The project will comprise, inter alia, the development, financing, construction, operation, maintenance and ownership of the green-field CCGT power plant. The plant will be located at Fujairah Power and Water Complex, approximately 302 kilometers north of the city of Abu Dhabi. It will closely follow the model of Abu Dhabi's successful I(W)PP Programme, and will be structured as a stand-alone independent power project. The SPV will enter into a long-term power purchase agreement with EWEC. All interested parties are requested to submit an Expression of Interest (EOI) no later than 12pm on February 10, 2019 to the following addresses: - Original copy to: Director of Privatization, Privatization Directorate, 6th Floor, ADWEA Building, Fatima Bint Mubarak Street, P.O.Box 6120, Abu Dhabi; and - An electronic copy to: [email protected] Each EOI must specify the name, address, telephone number and e-mail address of the appropriate authorized contact person from the developer or developer consortium, to whom all future correspondence should be sent, together with a brief description of the entity/consortium expressing interest (including but not limited to size, number of employees, country of incorporation and business profile). Following review of the EOI, the relevant Contact Person will be notified by EWEC to advise whether the developer or developer consortium has been selected to proceed to the next stage. The Contact Person of each selected developer or developer consortium will be provided with a Confidentiality Agreement and a Request for Statement of Qualifications (RFQ). The RFQ will provide additional details regarding the project, prequalification criteria and bidding process.
