May The RFQ is intended to establish a short-list of firms who will be eligible to receive a RFP from the client. No pre-submission meeting or site tour is planned. However, the client may, at its sole discretion, hold additional meetings prior to the SOQ submission due date. The PQD evaluation will be done in a 2 stage process. Accordingly, applicants will be required to prepare and submit their tender proposal in two separate sealed envelopes under cover of a letter to which the Bond and official receipt from Dubai Municipality for purchase of PQD documents shall be attached. The Prequalification Proposal cover shall contain 2 sealed packets labeled as below: - Stage 1: Technical Information - 3 sets of hard copies and 2 Flash USB sticks - Stage 2: Financial Information - 2 sets of hard copies. The project will be financed by Dubai Government. As of now, it is not required, at this stage, that the EPC contractor contributes equity to the project, however EPC contractors are requested to state their ability and desire to commit project equity, should it be required. December Germany's Fichtner has been appointed as technical adviser for this planned scheme. The German firm will provide technical assistance for the project. - 29th
March Contractors are still awaiting news on this project. It is understood that client is currently considering switching the procurement of the project to a public-private partnership (PPP) rather than the originally planned engineering, procurement and construction (EPC) model.
