Abu Dhabi Investment Office (ADIO), in collaboration with Khalifa University (KU), is pleased to invite expressions of interest (EoI) in respect of the design, build, finance, maintenance and transfer of student accommodation developed across two locations, Main Campus and Sas Al Nakhl (SAN) Campus, in the Emirate of Abu Dhabi with a total capacity for 3,250 students by way of a public-private-partnership procurement structure (the Project). The Project will be executed by a special purpose vehicle (the Project Company) pursuant to a partnership agreement to be executed between KU and the Project Company. The successful developer or consortium will own one hundred percent (100%) of the Project Company. This EoI forms part of a competitive tendering process. The tendering procedure includes this EoI and will be followed by a pre-qualification process to pre-qualify several experienced developers and/or consortiums capable of delivering the Project and who will in turn receive a Request for Proposal (RfP). ADIO and KU request the following: 1. Interested parties should express their interest to participate in the Project by no later than 12pm Gulf Standard Time (GST) on 23 January 2023 through an electronic copy in PDF format, via email, to: [email protected] 2. The EOI should specify as a minimum: * name and country of incorporation of the interested party, name and contact details (name, title, telephone number, and e-mail address) for the appropriate point of contact (the Point of Contact) to whom all future correspondence will be sent; * Brief description about the relevant experience; * Confirmation that the interested party intends to act as the sole developer or lead developer as part of a consortium; and * Where the interested party is considering potential consortium partners, an indication of such intention and details of potential consortium partners (to the extent it is known). The interested party should state clearly the role of the consortium members detailing the scope they would intend to deliver, for example, design services, construction and commissioning services, facilities management services and third-party revenue generating services. Client has announced that it has prequalified five bidders for this project. Of these bidders, Vision International Investment Company and Aldar Properties are eyeing the project as a consortium, while the rest of the private firms are bidding on their own. These are:
- NV Besix SA, a Belgian-French construction group based in Brussels;
- Plenary Group Holdings, a leading investor and developer of infrastructure projects based in Australia;
- Aberdeen Investcorp Infrastructure Investments Manager, a leading UK-based group;
- Tamasuk Holding Company, a diversified infrastructure development company in KSA; and
- Alghanim International General Trading and Contracting, a Kuwait-based EPC contractor.
Pre-qualified bidders will now be invited to participate in the next stage of the procurement process and submit detailed proposals in response to a request for proposal (RFP). A government entity responsible for attracting and facilitating investment in the emirate. This was the emirate’s latest tender being implemented on public-private-partnership (PPP) model. This project is being procured in accordance with the PPP Law and is aimed at expanding the role of the private sector in delivering public sector infrastructure and services.

Abu Dhabi Investment Office (ADIO), in collaboration with Khalifa University, announced the issue of Request for Qualification (RFQ) for the Khalifa University Student Accommodation PPP [Public-Private Partnership] Project. ADIO has invited interested parties to submit a Statement of Qualification (SOQ) in relation to the project. The SOQ submission deadline is 6 March 2023. Shortlisted bidders would be invited to participate in the next stage of the procurement and submit detailed proposals in response to a Request for Proposal (RFP). 

The project would be developed in two phases across two brownfield plots located within the existing SAN and Main Campus with 9 buildings of students' accommodation in SAN Campus and one building in Main Campus. The Project Company will demolish select existing buildings and services and design, build, commission, finance, insure, and maintain the accommodation and upon expiry hand it back to the university.
• Phase 1 (SAN Campus (1,958 Beds) and Main Campus (700 Beds) being a total of 2,658 Beds) with a Services Availability Date of August 2026:
Main Campus and SAN Campus Phase 1 activities will happen simultaneously, and the enabling works and demolition are expected to take no more than 6 months followed by the construction works to be finished within a time frame of 24 months from Financial Close.
• Phase 2 (additional buildings 8 & 9 in SAN Campus - 592 additional beds) with a Services Availability Date of August 2027:
Construction activities for Phase 2 are expected to commence 12 months after the commencement of Phase 1 and must be completed within 24 months.
The maximum period for mobilisation, design, construction, and commissioning of the Accommodation from Financial Close to the Services Availability Date is two (2) years for Phase 1 and three (3) years for Phase 2. The Services Availability Date for each Phase must coincide with the start of a new academic year. 
From the Services Availability Date for Phase 2, there will be a twenty (20) year service period bringing the overall duration of the Construction and FM periods to twenty-three (23) years from date of Financial Close.

The RFP release is scheduled for 23 March 2023 with a submission deadline of 10 August 2023. Selection of preferred bidder is scheduled for 8 November 2023.

Parties wishing to participate as a sole or lead developer within a consortium who return executed versions of the confidentiality undertaking may then receive a Request for Qualifications (RfQ), as part of the pre-qualification process. The RfQ should only be submitted by a developer seeking qualification as a sole developer or lead developer within a consortium. The RfQ document will include further information, including a description of the Project, experience and capability requirements, an outline of the tender process, and evaluation criteria for qualification of interested parties.
